Springboot 注册ServletContextListener 与context-params使用

背景说明：

在springboot中使用 camunda-rest 会有配置日期格式的需求而按照文档来配置需要配置在WEB-INF/web.xml 里，在springboot中我们并不需要配置这个web.xml
